Starting July 29, 2025, refusal letters for certain visa applications will now include Officer Decision Notes—detailed explanations from the reviewing officer.
What Are Officer Decision Notes?
Officer Decision Notes are personalized explanations provided by the immigration officer who assessed the application. These notes clarify the specific reasons for refusal, helping applicants better understand where their application fell short.

Which Applications Will Include Decision Notes? (Phase 1)
Currently, refusal letters for the following applications will include Officer Decision Notes:
- Temporary Resident Visas (excluding eTAs and Temporary Resident Permits)
- Visitor Records
- Study Permits
- Work Permits
Note: More application types will be added in later phases.
Important Exceptions
- IRCC Portal (New Version) Users – Applicants using the latest IRCC Portal will not receive these notes at this time.
